Vessels that meet certain rules may get a coastwise endorsement to carry fish products among Guam, American Samoa, and the Northern Mariana Islands, or a fishery endorsement to fish in the nearby territorial sea and fishery conservation zone. To qualify, the vessel must meet section 12103, not have been built (and for fishery endorsements also not rebuilt) in the United States, be under 200 gross tons under section 14502 or alternate measures in sections 14302/14104, and comply with U.S. law.
