The Secretary can give a coastwise certificate that allows a ship to carry liquified natural gas or liquified petroleum gas from other U.S. ports to Puerto Rico, even if a U.S. Government agreement would otherwise stop that. This can only apply to ships that were built in another country before October 19, 1996, or to ships that were registered under this law before that date, even if they later sailed under a foreign flag and then were registered here again.
