The Secretary must make a national system for numbering vessels and can approve a State’s system if it matches that national system. Approved States must use the definitions the Secretary sets. A State with approval issues vessel numbers; if a State is not approved, the Secretary issues numbers there. A number from one State works when the boat is used temporarily in another State. When a boat moves its main operation to a new State, that State must honor the old number for 60 days. If the Secretary issued a number before a State got approval, the State must accept it for one year. The Secretary can revoke a State’s approval after giving written reasons if the State does not follow the standard or changes it without approval.
