The Secretary of Transportation must create a vessel identification system that gives the public and law enforcement access to ownership information for documented vessels, vessels numbered under chapter 123, and vessels titled under State law. The system must show what boat it is and who owns it. It must include an owner ID (the owner’s Social Security number or another ID the Secretary accepts, or for businesses a taxpayer ID or, if none, the SSN of an officer, partner, or trustee who signed the vessel paperwork), the State where it is titled or numbered, whether it is numbered or titled (or both), where to find any State lien records if titled, and other data to help law enforcement. The Secretary can keep this data with other Department systems.
