States must count certain expenses when they figure how much they spent on their recreational boating safety program, following rules the Secretary sets. The count must cover six types of costs: buying and keeping land, facilities, equipment, and supplies; staff pay and reimbursed costs; training; public boat-safety education; running the program; and other costs the Secretary allows. The Secretary decides any disputes about the calculation.
