Defines key words used in this part. "Convention" is the International Convention on Tonnage Measurement of Ships, 1969. "Existing vessel" is a ship whose keel was laid or that was at a similar stage of construction before July 18, 1982. "Great Lakes" means the Great Lakes and the St. Lawrence River west of a rhumb line from Cap des Rosiers to West Point, Anticosti Island, and west of the 63 degrees west meridian on the north side of Anticosti Island. "Vessel that engages on a foreign voyage" means a ship that arrives from or departs to a foreign country, travels between places outside the United States, or moves between a U.S. territory/possession and another U.S. place not in that territory.
