When a vessel is measured under this chapter, the Secretary must issue an International Tonnage Certificate (1969) if the owner asks and give it to the owner or the ship’s master. If the 1969 Convention does not apply to the vessel, the Secretary must create and issue a different certificate as proof of that measurement. The owner or master must keep the certificate as the Secretary requires.
