Title 46 › Subtitle Subtitle II— Vessels and Seamen › Part A— General Provisions › Chapter 21— GENERAL › § 2103
Gives the Secretary oversight of the U.S. merchant marine and its crew for enforcing the rules in this subtitle, unless another federal official already has that authority under another law. The Secretary must enforce these rules to protect marine safety and seafarers’ welfare and must apply them properly and consistently. The Secretary may make rules needed to carry out these provisions.
