Owners of inspected vessels must have a master-key control system, either paper or electronic, that keeps all copies of the vessel’s master key locked down. The owner must keep a list, by job title, of crew allowed to use the key and store that list on board, in owner records, and in the vessel safety management system. Every time the master key is used, the date and time, the place opened, and the user’s name and rank must be written in a log. The list and log must be given to FBI agents, Coast Guard members, or other law officers on request. Crew not on the allowed list may only use the key in an emergency and must tell the master and owner right away afterward. The log can be electronic but must be kept in a central spot easy for law enforcement to access. Using the master key without permission can bring a civil fine of up to $1,000 and possible suspension or revocation under section 7703. This rule does not apply to vessels covered by section 3507(f).
