If a contract uses a vessel with a mortgage and someone loses money because the mortgagor (mortgage-giver) or the ship’s master failed to follow the chapter’s rules, that mortgagor must pay the loss. An injured person may sue in district court regardless of amount or citizenship; if they win, the court must award costs and attorney fees.
