People presumed to be allowed to get a ship's necessary supplies are the owner, the master (captain), the person managing the ship at the supply port, or an officer/agent appointed by the owner, a charterer, an owner pro hac vice, or an agreed buyer in possession. Someone who is holding the ship unlawfully or by wrongdoing has no authority to do this.
