A vessel must follow the rules on its certificate of inspection while the certificate is in effect, unless it is suspended or an exemption under section 3306(e) applies. If the vessel breaks those rules or a required standard, the owner or person in charge (including charterer, managing operator, agent, or master) must get a written order to fix the problems promptly. The Secretary may allow repairs where it is most convenient if it is safe, may order the vessel to stop operating at once, and may suspend or revoke the certificate. If a danger to life ordered to be fixed is not fixed immediately, the certificate must be revoked. The owner or person in charge must get written notice right away of any suspension or revocation. The owner or master can appeal to the Secretary within 30 days, under the Secretary’s rules.
