The Secretary can make rules to charge fees for inspecting or examining small passenger vessels and sailing school vessels. If the owner or managing operator asks for an inspection or exam of a U.S.-registered or foreign vessel at a foreign port or place, the owner or operator must pay the travel and living costs for the inspection team. That money goes to the Coast Guard’s operations and support budget.
