Keep a correct daily list of passengers if you are the owner, charterer, managing operator, master, or person in charge of certain vessels. That rule covers three groups: vessels arriving from foreign ports (except when coming to a U.S. Great Lakes port from a Canadian Great Lakes port), seagoing coastwise vessels, and Great Lakes passenger trips over 300 miles (except trips from Canada to the U.S.). For other passenger vessels, the master must keep an accurate passenger count. Coast Guard and Customs officials may inspect lists or counts at any time and may ask for the total number. Failing to make a required list or count leads to a $100 civil penalty to the United States, and the vessel itself can be held responsible for the penalty.
