New product carriers 30,000 deadweight tons or larger must have segregated ballast tanks placed in protected locations. New carriers 20,000 deadweight tons or larger must also have a cargo tank protection system made of a fixed deck froth system and a fixed inert gas system, or a different system the Secretary approves if the cargo is incompatible. Existing carriers 40,000 deadweight tons or larger must have segregated ballast tanks or may use dedicated clean ballast tanks. Existing carriers between 20,000 and 40,000 deadweight tons that are at least 15 years old must meet the same ballast rule. Existing carriers 40,000 deadweight tons or larger, and 20,000–40,000 deadweight ton ships with high-capacity tank washers, must have an inert gas system.
