Foreign ships covered by this law must have a certificate saying they meet the rules before they can travel in U.S. waters or move oil or hazardous material in U.S. ports. The Secretary can give that certificate only after inspecting the ship and finding it follows the rules. The Secretary can also use parts of certificates or papers from foreign governments, if those papers come from a treaty or international agreement the United States has joined, when deciding to issue the certificate. A certificate lasts no more than 24 months and can be renewed if the Secretary allows it. In some cases the Secretary can give a temporary certificate for up to 30 days. If the ship stops following the conditions of the certificate, the Secretary must suspend or take the certificate away.
