The Secretary must create a marine safety information system that holds data on every vessel covered by this law that operates on U.S. navigable waters or transfers oil or hazardous material in a U.S. port or place. The Secretary will use public sources and can require vessels to give needed information, including owners’ names, proof of financial responsibility, registration and name changes, accident and repair history, and inspection records. If the Secretary asks in writing, the head of any U.S. department, agency, or federal office must give available information the Secretary needs to check or confirm the system’s data.
