§3719 Reduction of Oil Spills From Single Hull Non-self-propelled Tank Vessels

Summary

The Secretary must, after consulting the National Towing Safety Advisory Committee and considering how single-hull, non-self-propelled tank vessels and their towing vessels are built and used, make rules for those tank vessels that operate in the open ocean or coastal waters. The rules must require either a crew member and a working anchor on the tank vessel that together can stop it without outside help in reasonably foreseeable sea conditions, an emergency system on the tank or towing vessel that lets the towing vessel recover the tank if the tow line breaks without outside help in reasonably foreseeable sea conditions, or some other measure or mix of measures the Secretary finds provides similar protection against grounding.
