The Secretary can excuse a boat from any rule in this chapter. To do that, the Secretary must follow rules they create (including special operating rules) and find two things: there is a good reason for the exemption, and the safety of the boat and the people on board will not be made worse. One rule in the chapter does not apply to boats with outboard motors when they compete in a planned, announced race. That same rule also does not apply to boats built only for racing when they are being run to tune the boat and engines before a race.
