Chapter 43 rules apply to uninspected passenger vessels. For uninspected boats under 24 meters carrying passengers to or from a U.S. Virgin Islands port, the Secretary must use 12 instead of 6 passengers wherever section 2101 sets the limit if the boat follows the U.K. Maritime and Coastguard Agency’s Yellow Code (motor) or Blue Code (sailing) as they were on January 1, 2014. The same 12-person rule applies to boats under 25 feet on Crane Lake and nearby waters in St. Louis County, Minnesota. The Secretary must also make rules that may require extra lifesaving gear (like liferafts), stronger construction, or extra operating standards for the uninspected passenger vessels defined in section 2101(55)(A).
