If the Federal Maritime Commission asks, the Secretary of Homeland Security must refuse the clearance in section 60105 to any vessel from a country named by the Commission under section 42101 and must collect fees under section 42106(4). The Secretary who oversees the Coast Guard must deny those vessels entry for oceanborne trade into U.S. ports or navigable waters, or detain them at their U.S. port of departure.
