Creates a Maritime Transportation System National Advisory Committee to advise the Secretary of Transportation about the U.S. maritime transportation system and how it fits with other parts of the transportation system, including the health of the U.S. Merchant Marine. The Committee must have 27 members appointed by the Secretary under this section and section 15109. Members must have relevant expertise. At least one member must represent each of these: the Environmental Protection Agency, the Department of Commerce, the Army Corps of Engineers, the Coast Guard, Customs and Border Protection, and state or local governments. Other members will come from private maritime interests like ports, water users, universities, and labor. The Secretary may add other federal agency reps. Federal agency members cannot be more than one-third of the Committee or any subcommittee, and they cannot serve as chair or co-chair. The Committee is treated as a chapter 151 committee, and the Secretary of Transportation has the duties and authorities the Secretary of Homeland Security would have for it.
