The Secretary must assign load lines showing a vessel’s minimum safe freeboard; on owner request, may set a higher freeboard. The Secretary must consider the vessel’s service and type, its operating area, and international agreements the U.S. is party to. Load lines from before January 1, 1986 may stay unless a substantial change needs new ones. Minimum freeboard can be reduced only if the vessel meets all chapter rules. Secretary may designate milder areas where reduced freeboard is allowed.
