Summary

The Secretary of Transportation can fill up to 20 unfilled critical jobs at the United States Merchant Marine Academy by appointing qualified people. These hires can skip most of the usual federal hiring rules in subchapter I of chapter 33 of title 5, but sections 3303 and 3328 of that title still apply. A "critical position" means a job that helps improve the Academy’s culture or facilities, supports student health and well‑being, strengthens how the Academy is run, or addresses other priorities the Council names.
