A vessel carrying coal produced in the United States from one U.S. port to another must be loaded before any vessel waiting to export U.S.-produced coal at those ports. The Secretary of Transportation may remove that loading priority at any port if the Secretary finds it is in the national interest, and must report the removal to Congress within 30 days.
