When the law allows, the President, via the Secretary of Transportation, may buy, rent, take for government use, or assume ownership of foreign ships that are idle in U.S. waters if they are needed for defense. Owners must be paid fair value under the chapter. Money and advances go into a special Treasury fund and are paid out when the Secretary certifies them, including claims under section 56305.
