A vessel is called an "obsolete vessel" when two things are true. First, the Maritime Administration has or will have the ship in its custody to get rid of it. Second, the Secretary of Transportation decides the ship is not worth keeping for future use, for taking parts, or for keeping in the National Defense Reserve Fleet.
