The Secretary must set rules for a single State system to report boat and ship accidents. The rules must say what accidents to report and how. States must collect and send reports and statistics to the Secretary, including how many accidents involved alcohol. The Secretary must gather, study, and publish the reports, data, and any findings or recommendations. If a State’s system bars public release or use of non‑statistical report details, the Secretary can use that information only in the same limited way the State allows.
