The Secretary must check vessel types and U.S. facilities on or next to waters under U.S. control to find which ones are high risk for a transportation security incident. For those found at risk, the Secretary must do a detailed vulnerability review. The review must find important assets, the threats to them, and any weak spots in things like physical and cyber security, passenger and cargo checks, building strength, protection and response systems, rules and communications, transportation links, utilities, and other areas the Secretary decides. The Secretary must give the owner or operator a copy of the review, update each review at least every 5 years, and may accept a privately done review if it covers the required topics. Owners or operators must, following federal security rules, give a current copy of the vulnerability review to the port authority in charge and to appropriate state or local law enforcement. They must also, as much as possible, connect their security systems with compatible systems used by the state agencies, law enforcement, and the Coast Guard.
