When the Secretary tells the Secretary of State that a foreign port lacks effective security and threatens passengers, vessels, or crew, the Secretary of State must immediately issue and publicize a travel advisory. Only the Secretary, after consulting the Secretary of State, can lift it, and the Secretary of State must notify Congress immediately of changes.
