Defines a few words used in the chapter. "Service on deck" means work in the ship's deck crew doing jobs usually done by able seamen and can include work on fishing and fish-processing boats, fish tenders, and U.S. public vessels. One year of service equals 360 days. A day equals 8 hours of work or duty. The Secretary can make rules to carry out the chapter.
