Sets rules for who counts as a qualified member of a ship’s engine department on vessels of at least 100 gross tons (or a different tonnage the Secretary sets). It does not cover vessels that operate on rivers or lakes, except vessels on the Great Lakes. The wiper rating is an entry job and does not count as a qualified engine department rating. The Secretary can sort merchant mariner credentials by ship size and how the ship is powered, by the waters where the ship will operate, or by other suitable standards. To get a credential, a person must be at least 18 years old, have at least 6-months service in the related entry rating, show professional qualification by an exam or required schooling, and meet sight, hearing, and physical fitness requirements.
