Lets trusted agents issue medical certificates under rules the Secretary makes. A trusted agent can give a certificate to someone who needs it to get a mariner license, registry, document, or endorsement, if the agent finds the person’s sight, hearing, and physical health are good enough. The rule must also let mariners apply directly to the Secretary for a certificate and let a trusted agent refer a case to the Secretary. A trusted agent is a medical practitioner the Secretary approves to do these exams.
