Merchant mariner licenses or documents must be denied to anyone convicted of sexual crimes in 18 U.S.C. chapter 109A (except 18 U.S.C. 2244(b)), military sex crimes under 10 U.S.C. 920 or 920b, or similar offenses under federal, State, local, or Tribal law. It may also be denied if convicted of 18 U.S.C. 2244(b) within 5 years before applying.
