The President can make deals with other countries that use the ocean to keep ice patrols and ice-and-current studies going in the North Atlantic, to help ships and crews in the patrol area, and to remove or destroy abandoned wrecks in the northern Atlantic when needed. The wreck-removal area is east of a line from Cape Sable to the point at latitude 34 degrees north, longitude 70 degrees west. The deals can require other countries to pay their share of the costs, or let the United States pay if another country runs the service. Money paid to the U.S. under these deals is credited to the Coast Guard’s operations and support appropriation.
