Maintain an ice patrol for the whole ice season to guard the southeast, south, and southwest edges of the iceberg area near the Grand Banks of Newfoundland, unless other agreements say otherwise. The patrol must warn ships by radio and other means about ice and dangerous areas, suggest safe routes, study ice and currents, help ships and crews in trouble, and remove or destroy derelicts. It must record a ship’s name and the facts if the ship is on a non‑regular North Atlantic route, crosses the Newfoundland fishing banks north of latitude 43 degrees north during fishing season, or goes through areas believed to be dangerous with ice to or from North American ports. If asked, the patrol must report the ship and details to that country’s government. The Coast Guard Commandant, under the department Secretary, runs the patrol and supplies needed aircraft, equipment, and people. Other agencies may help if asked. The Commandant must publish an annual report and give copies to any foreign government that is interested and to agencies that helped.
