The Secretary who runs the Coast Guard must enforce the Convention and these rules in the United States. The Secretary must create rules for testing, inspecting, and approving containers and their designs (including how safety approval plates are attached, invalidated, or removed), require owners to do regular container exams, and set up a system to collect and share container safety and shipping information. If an owner proves a container meets the Convention, the Secretary may allow a safety plate. The Secretary may charge fees for testing and approval work, including work done by people authorized under section 80506. The Secretary should encourage using containers that move safely and economically across land, air, and sea without reloading.
