States regulate pilots who guide ships in the bays, rivers, harbors, and ports of the United States unless this subtitle says otherwise. If a vessel is on waters between two States, its captain can hire a pilot licensed by either State. A State may not set pilotage rates that discriminate between kinds of voyages or vessels, or require a coastwise vessel to take a State-licensed pilot if the vessel is propelled by machinery and inspected under part B of this subtitle or is inspected under chapter 37 of this title. Any rule that breaks these limits is void.
