The Secretary must set rules for how U.S. vessels covered by chapter 37 are staffed, saying what officers and crew must do, what skills they need, and what training they must get. Those rules must cover training for normal and emergency handling and navigation; license requirements by vessel type and size, including use of simulators; minimum health and fitness for different license levels; regular and special retraining for promotions or changes in duty; how licenses are issued, limited, or renewed based on experience, training, and testing; and instruction in vessel maintenance.
