If an owner, charterer, manager, agent, master, or person in charge knowingly lets a vessel run in violation of section 9302, they must pay up to $10,000 for each day the violation continues, and the vessel can also be held responsible. A person who directs the vessel’s navigation in violation of section 9302 must also pay up to $10,000 per day. Anyone who breaks a rule made under section 9303 can be fined up to $10,000.
