The FCC must give the First Responder Network Authority a license to use the 700 MHz D block and the current public safety broadband spectrum under the rules in this chapter. The first license lasts 10 years from when it is first issued. Before that 10-year term ends (or before any renewal ends), the Authority must apply to renew the license and show it met its duties under this chapter. Any renewal can be for up to 10 years. The FCC must help move the existing public safety broadband spectrum to the Authority.
