Title 47 › Chapter 1— TELEGRAPHS › § 15
Congress may change, amend, or repeal sections 1 to 6 and 8 at any time. Sections 9 to 15 can also be changed or removed if Congress thinks justice or the public welfare requires it. Nothing in sections 9 to 15 takes away any legal right or remedy the United States has now or later. It also does not limit the Federal Communications Commission’s power under the Communications Act of 1934 to set fees, categories, rules, and priorities for government communications.
