Under sections 225 and 301, the chapter does not let the Commission control prices, classes, practices, services, facilities, or rules for wire, mobile, or point-to-point radio telephone exchange service when a State commission or local government already regulates those things, even if part of the service crosses state lines or goes overseas. For carriers that use wire telephone lines, the Commission may decide which of a carrier’s property is used for wire telephone service and which part is used for interstate or foreign toll (long‑distance) service. The Commission must hold a hearing and notify the carrier, the State commission (or the Governor if there is no State commission), and others it names. After that, the Commission can choose to value only the property used for interstate or foreign toll service.
