Once the standards in section 303a take effect, the Commission must, when reviewing any renewal request for a commercial or noncommercial TV broadcast license, look at two things: whether the station followed those standards, and whether its overall programming — including shows made for children — met kids’ educational and informational needs. The Commission may also consider extra work the station does outside its broadcasts that improves its children’s programming, and any efforts to produce or support children’s educational shows on another local station.
