The Commission must begin a rulemaking within 30 days after October 18, 1990 and finish it within 180 days after October 18, 1990. The final rules must limit advertising in children’s TV programming to no more than 10.5 minutes per hour on weekends and no more than 12 minutes per hour on weekdays. After January 1, 1993 the Commission may review those limits and, after giving notice, getting public comment, and showing a need to change them, may modify the limits in the public interest. The term "commercial television broadcast licensee" includes cable operators.
