Title 47 › Chapter 2— SUBMARINE CABLES › § 33
District courts can hear all crimes and civil cases under this chapter. That covers acts that happen inside U.S. waters or on a United States vessel outside those waters, as long as the ship is a U.S. vessel. Appeals from those district court decisions are allowed the same way as in other cases. Criminal cases must be started where the offense happened, or where the offender is found if it didn’t happen in any district. Civil suits can start in any district where the defendant can be found and served.
