The FCC must try to give each State at least one very-high-frequency (VHF) commercial TV channel when that is technically possible. If a current VHF station agrees to move its channel to a community in a State that has no VHF commercial channel, the FCC must reassign the channel and issue a license for that move for up to 5 years. If the owner of an AM station that only broadcasts in daytime is in a city with more than 100,000 people, and that city has no full‑time local radio station, and the AM station lies inside the main coverage area of a Class I station, the FCC must try to let that owner provide full‑time (24‑hour) service that covers the whole city, if technically possible.
