If a cable operator is harmed by a final decision from a franchising authority under sections 541(a)(1), 545, or 546, they can file a lawsuit within 120 days after notice. They may sue in the U.S. district court where the cable system is located or in a state court that has general authority over the parties. The court can grant any relief that those sections allow. If someone argues that section 534 or 535 is unconstitutional, the case must go to a three-judge district court under 28 U.S.C. 2284. If that court rules the section unconstitutional, the case can be appealed directly to the Supreme Court, and the appeal must be filed within 20 days of the decision.
