Guam is an unincorporated U.S. territory with its capital at Agana. Guam has the powers in this chapter. It can sue and, if the Guam Legislature authorizes, be sued for contracts or torts from its acts. Its government has three branches, and the Secretary of the Interior supervises Guam’s federal relations unless another agency is responsible.
