People in Guam can start laws or vote to approve or reject laws under Guam's rules. The Governor, Lieutenant Governor, or a member of the Guam legislature can be removed by a recall vote. To remove them, at least two-thirds of the number of people who voted for that official in the last general election must vote yes, and those yes votes must be more than half of everyone who votes in the recall. The legislature can order the recall if two-thirds of its members agree, or voters can force it by a petition signed by registered voters equal to at least 50 percent of the total votes cast in the last general election for that office.
